Application

This unit involves the skills and knowledge required to conduct safety and hazard control procedures for transferring explosives/dangerous/hazardous/high risk goods, in accordance with relevant state/territory regulations.

It includes clarifying movements of explosives, hazardous or high risk goods; implementing safety and hazard control procedures for loading, unloading or goods movement activities; and reviewing and completing goods transfer operations.

Work is performed under general supervision.

No licensing, legislative or certification requirements apply to this unit at the time of publication.

Performance Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria on at least one occasion and include:

  • adapting to differences in equipment in accordance with workplace operating procedures
  • assessing operational suitability of equipment and vehicles for transferring explosives and dangerous/hazardous/high risk goods
  • communicating effectively with others
  • completing relevant documentation
  • determining permits required
  • ensuring loads are placarded, as required
  • estimating mass, volume and special handling requirements of load
  • estimating weight and dimensions of load and special handling requirements
  • identifying and correctly using equipment required to load explosives and dangerous/hazardous/high risk goods
  • identifying goods coding, markings and emergency information panels for mode of transport/storage selected
  • identifying hazards and implementing safety/hazard control procedures and requirements to minimise risks when transferring explosives and dangerous/hazardous/high risk goods
  • implementing contingency plans
  • interpreting and following operational instructions and prioritising work
  • modifying activities depending on operational contingencies, risk situations and environments
  • monitoring work activities in terms of planned schedule
  • reading and interpreting relevant instructions, procedures, information and signs
  • recognising hazards and applying precautions and required action to minimise, control or eliminate identified hazards for transferring explosives and dangerous/hazardous/high risk goods
  • reporting and/or rectifying identified problems promptly, in accordance with regulatory requirements and workplace procedures
  • selecting and using required personal protective equipment conforming to industry and work health safety (WHS)/occupational health and safety (OHS) standards
  • selecting appropriate equipment and work systems to enable safe, efficient work
  • working collaboratively with others
  • working systematically with required attention to detail without injury to self or others, or damage to goods or equipment.

Knowledge Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria and include knowledge of:

  • current Australian Code for the Transport of Explosives by Road and Rail (AE Code) and/or Australian Dangerous Goods (ADG) Code
  • equipment applications, capacities, configurations, safety hazards and control mechanisms
  • housekeeping standards and procedures
  • methods of securing a vehicle after loading explosives and dangerous/hazardous/high risk goods
  • relevant permit and licence requirements
  • relevant state/territory mass and loading and other relevant regulations, codes and permit requirements as they apply to transferring explosives and dangerous/hazardous/high risk goods
  • risks when transferring explosives and dangerous/hazardous/high risk goods and related precautions to control the risk
  • typical problems that can occur when transferring explosives and dangerous/hazardous/high risk goods and appropriate action that can be taken to prevent or solve these problems
  • WHS/OHS procedures and guidelines for transferring explosives and dangerous/hazardous/high risk goods
  • workplace procedures and policies for transferring explosives and dangerous/hazardous/high risk goods.

Assessment Conditions

As a minimum, assessors must satisfy applicable regulatory requirements, which include requirements in the Standards for Registered Training Organisations current at the time of assessment.

Assessment must occur in workplace operational situations where it is appropriate to do so; where this is not appropriate, assessment must occur in simulated workplace operational situations that replicate workplace conditions.

Assessment processes and techniques must be appropriate to the language, literacy and numeracy requirements of the work being performed and the needs of the candidate.

Resources for assessment include:

  • a range of relevant exercises, case studies and/or simulations
  • applicable documentation including workplace procedures, regulations, current ADG Code/AE Code, codes of practice and operation manuals
  • relevant materials, tools, equipment and personal protective equipment currently used in industry.
